Notes with concern that the COVID-19 crisis has had dramatic effects on a significant part of European youth, which has manifested itself in particular in a worrying isolation, numerous job losses and a disrupted educational or training path; underlines that this situation resulted in changes in both the composition and size of the NEETs population which need to be properly assessed and identified in order to tackle the specific challenges resulting from the crisis and assist member states in developing effective outreach strategies towards young people; in this view, suggests the launch of a pilot project to study the possibility of developing common European tools to map and track young people not in education, employment or training, in order to enable an appropriate policy response in support of this particularly vulnerable population in the context of the COVID- 19 crisis;
