QuestionNotes the channelling of funds through the government's core budget ("budget support") by multi-donor trust funds (MDTFs) with contributions from the Community budget, when Afghanistan is not yet considered to fulfil the requirements for the EC to participate directly in a budget support programme; considers that when such requirements are met, budget support should ideally be delivered on a sectoral basis, however recognises that this may not be the appropriate approach in the Afghan context;
