ENotes China’s increased interest in investing in the Western Balkans and transportation infrastructure projects in Montenegro as part of the Belt and Road Initiative; expresses concern over Montenegro’s growing vulnerability owing to the increase of its public debt, in particular to China, and the new EUR 750 million loan taken by the government without consulting the Parliament; welcomes the Economic and Investment Plan for the Western Balkans as alternative and transparent model for financing infrastructural projects and calls on the Commission and the Member States to also provide and stimulate enhanced EU investment by encouraging Montenegro to actively approach the EU and European financial institutions;
