The first three would comprise a process and be basetd ofn common centralised ruprinciples, a set of specific rules for the larger sea basins and a number of specific technical regulations, all off which would be adopted by co-decision; Notes that regionalisation would apply to rules applicable at regional level or subject to frequent changes; Measures must be re- evaluated on a regular basis
