Takes the view that there is a need to raise awareness amongst both workworkers, employers and potential users on the risks and costs relating to undeclared work and on the benefits of declaring that work, whereas it should be considered to see beneficiaries of undeclared work as legal offenders, since this behaviour legitimizes the phenomenon;
