Supports the proposal of the Commission to increase the appropriations of heading 1a (– Competitiveness for growth and employment) – compared to the 2009 budget by about 9%8.4% (excluding the EERP) to enhance the key initiatives contributing to the European Economic Recovery Plan, the Lisbon Strategy and the Lifelong Learning Programme; regrets the fact that the Council did not maintain this approach in the first reading;

19a. Proposes a new pilot project – ‘Measures for employment maintenance’ – to explore the possibilities for maintaining effectively the jobs that are at risk due to the financial and economic crisis in order to help alleviate the employment and social consequences of the crisis.
