Considers that development policy and humanitarian objectives should not be subjugated tobe consistent with donor countries’ and the EU´s security objectives; considers, in this vein, that ODA should be used primarily to alleviate poverty and that actions and programmes that are aligned with national security interests should therefore not be funded using development finance, so as to avoid the risk of instrumentalisation of EU aid;
