3. Regards as vital for the EU to continue to lead the global fight againstpreparation for the consequences of climate change, which may lead inter alia to security threats and substantial migratory movements, and for it to attain the targets set by the Kyoto Protocol; fully supports the ongoing efforts to forge a multilateral post-2012 framework for the reduction of greenhouse emissions; calls for consideration of the need to transfer funds from CO2-reduction programmes to preparatory efforts aimed at dealing with the consequences of climate change;
