1. Emphasises that a global level playing field in a rules-based multilateral trading system which safeguards states' policy-making scope is key for European companies, including SMEs, to boost growth, ensure a stable and predictable environment and retain their competitiveness, as well as to secure existing jobs and create new ones in the EU and in third countries, since an increasing number of jobs are dependent on global value chains, and to guarantee social and environmental rights;

2. Underlines that SMEs play a vital role in international trade, accounting for an estimated 30 % of the EU’s goods exports to the rest of the world1; recalls that, in order to help SMEs cope with the greater challenges of entering new markets and enable them to compete on their own merits, EU trade and competition policy should contribute to an SME-friendly trade environmentconsiders that the EU internal market remains by far the most important market for SMEs and that the EU needs environmentally- friendly industrial and economic diversification policies, and that international trade policy must be aligned with those policies and support that transition while at the same offering protection against unbridled competition, in particular from trading partners who disregard economic and social rights; _________________ 1https://ec.europa.eu/eurostat/statistics- explained/index.php/International_trade_in _goods_by_enterprise_size.

4. Calls, moreover, on the Commission either to further enhance global cooperation on competition matters, by taking account of the hierarchy of laws, or to ensure fair conditions for competition via bilateral trade agreements and in international forums; fully supports the Commission’s efforts in the context of the ongoing World Trade Organisation (WTO) reform to update the multilateral rules on subsidies or sectoral initiatives to adequately address subsidies at international level which take account of social and environmental rights; calls on the Commission to consult the European Parliament and the national parliaments on how best to reform the World Trade Organisation (WTO) to ensure that it reflects the societal choices made by Europe's citizens;

Calls on the Commission to continue negotiating ambitious, enforceablmodern and effective competition and State aid provisions in all future trade agreements as part of a holistic and ambitious EU trade policn EU trade policy which takes account of the objectives being pursued in the areas of climate change, industrial policy, employment, economic diversification and preservation of cultural diversity;

Calls on the Commission to ensure that competition rules are compatible with the modern economy and best serve European consumers by fully taking into account the precautionary principle and the socio-economic impact of the digitalisation of the economy on how global markets operate; welcomes, in this context, the ongoing plurilateral WTO e-commerce negotiations to ensure that companies can compete worldwide on a level playing field based on global trading ruleto ensure that the latter does not destroy decent jobs; considers, in this context, that the Commission should consult civil society and parliamentary bodies, so that ongoing plurilateral WTO e-commerce negotiations can draw on independent impact assessments.
