V tejto iniciatívnej správe sa členské štáty vyzývajú, aby zabezpečili súdržnosť a koordináciu medzi európskymi fondmi (najmä fondmi politiky súdržnosti) s cieľom zabezpečiť, aby sa neobjavili žiadne nové hospodárske, sociálne a územné rozdiely. Nedávne krízy, ktoré postihli Európu, ako napríklad pandémia COVID-19, prebiehajúca vojna na Ukrajine spolu s núdzovou situáciou v oblasti klímy, ukázali, že územia sú čoraz viac vzájomne závislé. Je viac ako kedykoľvek predtým nevyhnutné, aby inštitúcie Únie úzko spolupracovali s vnútroštátnymi, regionálnymi a miestnymi orgánmi s cieľom dosiahnuť posilnený a integrovaný územný rozvoj a zabezpečiť pozitívne budúce perspektívy pre všetky miesta a všetkých ľudí, ktorí tam žijú. Správu som podporil svojím hlasom.
Current and future challenges regarding cross-border cooperation with neighbouring countries (A9-0415/2023 - Daniel Buda)
V tejto iniciatívnej správe sa opisuje cezhraničná spolupráca medzi členskými štátmi a susednými krajinami s osobitným zameraním na východné susedstvo, oblasť Čierneho mora a oblasť Stredozemného mora. Zdôrazňuje, že cezhraničná spolupráca ako kľúčový prvok politiky EÚ voči susedným krajinám priniesla výhody regiónom na oboch stranách hranice, čo pomohlo znížiť rozdiely v životnej úrovni a riešiť spoločné výzvy. Taktiež žiada zjednodušenie postupov, zabránenie dvojitému financovaniu, väčšie zapojenie regionálnych a miestnych orgánov do realizácie projektov a pridanú sociálnu hodnotu pre finančné nástroje EÚ. Za správu som preto hlasoval za.
Empowering consumers for the green transition (A9-0099/2023 - Biljana Borzan)
Smernica o posilnení postavenia spotrebiteľov v rámci zelenej transformácie umožní spotrebiteľom prijímať informované rozhodnutia o svojich nákupoch a rozhodovať sa pre ekologickejšie výrobky a služby, a tým zároveň prispievať k obehovému, čistému a ekologickému hospodárstvu EÚ. Osobne vítam aktualizáciu existujúcich pravidiel ohľadom nekalých obchodných praktik a predčasného zastarávania tovaru. Okrem toho nové znenie odstraňuje chaos z environmentálnych tvrdení, ktoré teraz bude potrebné podložiť, a tvrdenia založené na kompenzácii emisií budú zakázané.
Planned dissolution of key anti-corruption structures in Slovakia and its implications on the Rule of Law (B9-0062/2024)
Európsky Parlament svojím uznesením o plánovanom zrušení kľúčových protikorupčných štruktúr na Slovensku a jeho dôsledkoch na právny štát vyzýva slovenskú vládu na dodržiavanie zásad právneho štátu a zásadu lojálnej spolupráce s inštitúciami Európskej únie. Snahy Róberta Fica a jeho vládnej koalície zrušiť Úrad špeciálnej prokuratúry na Slovensku v skrátenom legislatívnom konaní ohrozujú integritu súdnych procesov na Slovensku. Výzva slovenskej vláde na zastavenie deštrukcie právneho štátu je preto na mieste, vzhľadom na možné dôsledky na finančné záujmy Únie, ako aj na protikorupčný rámec EÚ.
Extending the list of EU crimes to hate speech and hate crime (A9-0377/2023 - Maite Pagazaurtundúa)
Nenávistné prejavy a trestné činy z nenávisti zaznamenali v celej Európe prudký nárast, čo je bezpochyby veľmi znepokojujúci jav. V súčasnosti však neexistuje právny základ na kriminalizáciu nenávistných prejavov a trestných činov z nenávisti na úrovni EÚ, pretože proces v Rade blokujú dva členské štáty. Preto podporujem iniciatívu EP, ktorý sa svojou správou snaží vyvinúť politicky tlak na Radu, aby neblokovala takú dôležitú legislatívu. Zaradenie týchto skutkov do zoznamu trestných činov EÚ s cieľom efektívne riešiť tento pretrvávajúci problém a poskytnúť harmonizovanú odozvu na úrovni EÚ považujem za kľúčové. Poskytnutím takéhoto právneho základu sa zabezpečí ochrana základných hodnôt EÚ a poskytne čo najväčšia podpora obetiam takýchto trestných činov.
Situation of fundamental rights in the EU in 2022 and 2023 (A9-0376/2023 - Katarina Barley)
Z výročnej správy o situácii v oblasti základných ľudských práv v EÚ vyplýva, že tieto sú stále v EÚ spochybňované. Korupcia, zhoršenie prístupu žien k bezpečným a legálnym potratom, nárast násilných činov z nenávisti voči menšinám z rasového, etnického, náboženského dôvodu alebo kvôli sexuálnej orientácii zaznamenáva nárast v celej v EÚ. Ďalším smutným javom je stále nedostatočná ochrana novinárov, čo dokazuje celosvetový rekord v počte uväznených novinárov v roku 2022. Preto považujem výzvu EP na prijatie odvážnejších opatrení na ochranu zásad, na ktorých je EÚ založená, za veľmi dôležitú.
Revision of the European Labour Authority mandate (B9-0059/2024)
Tento návrh uznesenia, ktorého som bol tieňovým spravodajcom, je výzvou na posilnenie súčasného mandátu Európskeho orgánu práce (ELA). Pevne sa zasadzujem za zabezpečenie spravodlivej mobility pracovníkov v celej EÚ. Dva ciele, ktorými sú zaručenie pracovných a sociálnych práv pracovníkov, ktorí sa pohybujú cez hranice, a využitie všetkých výhod jednotného trhu, musia ísť ruka v ruke. Preto vyzývame Európsku komisiu, aby stavala na súčasných kapacitách európskeho trhu práce s cieľom zrealizovať spravodlivú mobilitu pre všetkých pracovníkov a čo najlepšie využiť existujúce nástroje na uľahčenie zosúlaďovania pracovných miest v celej EÚ.V tomto uznesení vyzývame rozšíriť rozsah pôsobnosti ELA na štátnych príslušníkov tretích krajín a umožniť tomuto orgánu vykonávať samostatne inšpekcie, ak zistí údajné porušenia týkajúce sa práv mobilných pracovníkov. V neposlednom rade žiadame o lepšie využívanie siete EURES, kde by kapacita ELA-y mala byť posilnená na uľahčenie cezhraničného priraďovania pracovných miest. Návrh taktiež vyzýva, aby ELA zhromažďovala relevantné údaje o situácii mobilných pracovníkov a príslušné informácie o vnútroštátnych inšpekciách práce.
Situation in Hungary and frozen EU funds (B9-0086/2024)
V decembri Komisia odblokovala Maďarsku zmrazené kohézne fondy vo výške 10,2 miliárd eur, stalo sa to tesne pred hlasovaním v Rade o pomoci Ukrajine, kde hrozilo, že Maďarsko svojím vetom zablokuje toto dôležité rozhodnutie. Európska rada o finančnej pomoci Ukrajine je naplánovaná na začiatok februára a riziko, že sa táto opovrhnutiahodná prax zo strany Maďarska zopakuje, je veľké. Preto Parlament vyzýva na začatie procesu podľa článku 7 ods. 2 ZEÚ, čo predstavuje prvý krok na určenie existencie vážneho a pretrvávajúceho porušovania hodnôt EÚ. Som presvedčený, že tento krok je potrebný na ochranu hodnôt Európskej únie, ktoré sú zakotvené v Zmluve o Európskej únii.
Protection of journalists and human rights defenders from manifestly unfounded or abusive court proceedings (A9-0223/2023 - Tiemo Wölken)
Ochrana plurality a slobody médií v EÚ musí byť najvyššou prioritou EU. Zjavne neopodstatnené alebo zneužívajúce súdne konania vedené proti novinárom a aktivistom odhaľujúcich korupciu a závažné trestne činy sú zamerané na ich umlčanie. Cieľom návrhu je chrániť ciele SLAPP a zabrániť ďalšiemu rozšíreniu tohto javu v EÚ. Navrhované procesné záruky sa uplatňujú aj v prípadoch s cezhraničnými dôsledkami. Tieto pravidlá považujem za nesmierne dôležité najmä kvôli aktuálnej politickej klíme v našej krajine, ako aj udalostiam z 21. februára 2018.
Protection of the environment through criminal law (A9-0087/2023 - Antonius Manders)
Návrh smernice zlepší spôsob, akým EÚ vymedzuje trestné činy súvisiace so znečistením, odpadom a ohrozením biodiverzity a iných prírodných zdrojov. Nová smernica by mala podporiť cezhraničné vyšetrovanie a trestné stíhanie, taktiež uvádza nový koncept kvalifikovaného trestného činu proti životnému prostrediu v prípade zničenia alebo rozsiahlej a podstatnej škody, kde sa počíta s prísnejšími sankciami. Verím, že harmonizované sankcie prispôsobené závažnosti environmentálnych škôd sú nevyhnutné na to, aby bol ekologický pakt naozaj účinný.
Driving licences (A9-0445/2023 - Karima Delli)
Cieľom návrhu Komisie je zlepšiť bezpečnosť cestnej premávky a prispieť k udržateľnej cestnej doprave a jej digitálnej transformácii. Podporujem tieto nové pravidlá, ktoré majú Únii pomôcť dosiahnuť jej víziu nulovej úmrtnosti na cestách do roku 2050. Takisto umožnia mladým ľuďom už od veku 17 rokov naučiť sa viesť motorové vozidlo a získať vodičský preukaz. Tí, ktorí skúškou prejdú vo veku 17 rokov, budú môcť jazdiť sami od svojich 18. narodenín a pracovať ako profesionálny vodič hneď, ako to konkrétna práca dovolí, čo pomôže riešiť súčasný nedostatok vodičov.
Report on the Commission’s 2023 Rule of Law report (A9-0025/2024 - Sophia in 't Veld)
Výročná správa o právnom štáte má potenciál stať sa silným nástrojom, ktorý zabráni neliberálnym vládam EÚ podkopávať naše demokratické hodnoty. Čo sa týka Slovenska, Európsky Parlament si všíma pomalý progres, ako aj negatívne trendy v rôznych aspektoch právneho štátu. Taktiež vyjadruje hlboké znepokojenie nad neopodstatneným zrýchleným legislatívnym procesom ohľadom zmeny trestného zákonníka a zrušenie Úradu špeciálnej prokuratúry. Vítam výzvu Európskeho Parlamentu slovenskej vláde, aby tieto zmeny prehodnotila vzhľadom na ich možné dôsledky pre právny štát a finančné záujmy Únie, ako aj na protikorupčný rámec EÚ.
Improving the Union’s protection against market manipulation on the wholesale energy market (A9-0261/2023 - Maria da Graça Carvalho)
Cieľom revízie nariadenia o integrite a transparentnosti veľkoobchodného trhu s energiou je zabezpečiť lepšiu spoluprácu medzi energetickými a finančnými regulačnými orgánmi, transparentnosť trhu a silnejšiu úlohu agentúry ACER pri vyšetrovaní cezhraničných prípadov, kde chceme zaistiť, aby nadnárodné prípady manipulácie s trhom nezostali nepotrestané. Konkurencieschopné veľkoobchodné trhy s energiou zabezpečia, aby spotrebitelia mohli profitovať z lepších cien energie, preto tento návrh vítam. Pozitívne hodnotím aj harmonizáciu pokút a udelenie účinných vyšetrovacích právomocí agentúre ACER.
The murder of Alexei Navalny and the need for EU action in support of political prisoners and oppressed civil society in Russia (RC-B9-0147/2024)
Podporil som toto uznesenie, ktorým Európsky parlament odsudzuje vraždu Alexeja Navaľného a zdôrazňuje, že plnú zodpovednosť za túto politickú vraždu nesie ruský štát a jeho prezident Vladimír Putin. Uznesenie naliehavo vyžaduje okamžité, dôkladné, medzinárodné a nezávislé vyšetrenie okolností jeho smrti a naliehavo vyzýva Radu, aby prijala prísne sankcie voči osobám zapojeným do prenasledovania a smrti Navaľného vrátane politických činiteľov, vyšetrovateľov, riaditeľov väzníc a iných vysokopostavených úradníkov. Zdôrazňujeme, že zabitie Alexeja Navaľného slúži ako výrazná pripomienka naliehavej potreby zaoberať sa represívnou politikou Putinovho režimu a zaujať proti takýmto činom rozhodné stanovisko.
The need for unwavering EU support for Ukraine, after two years of Russia’s war of aggression against Ukraine (RC-B9-0143/2024)
V tomto uznesení potvrdzujeme solidaritu Európskeho Parlamentu s Ukrajinou a opätovne odsudzujeme nevyprovokovanú agresiu Ruska a Putinov zámer uskutočniť v marci prezidentské voľby na okupovaných územiach Ukrajiny. Uznesením tiež potvrdzujeme naše odhodlanie pokračovať v podpore Ukrajiny. Osobne vítam dohodu o zriadení nástroja pre Ukrajinu vo výške 50 miliárd EUR, keďže toto strednodobé štrukturálne riešenie poskytuje ukrajinskému ľudu istotu, umožní vláde zachovať základné služby a pomáha krajine na jej ceste k obnove. Zároveň vyzývame Radu a Komisiu, aby stanovili jasnú cestu pre prístupové rokovania, pretože členstvo Ukrajiny v EÚ je vo vlastnom politickom, hospodárskom a bezpečnostnom záujme Únie.
Deepening EU integration in view of future enlargement (A9-0015/2024 - Petras Auštrevičius, Pedro Silva Pereira)
Rozšírenie EÚ sa opäť dostalo na popredné miesto politického záujmu od začiatku vojny Ruska proti Ukrajine. Touto správou poskytuje Európsky parlament politický impulz pre program rozširovania EÚ na nadchádzajúce roky. Zastávam názor, že posilnenie rozhodovacích a kontrolných práv Európskeho parlamentu a zásadná reforma politík a rozhodovania Únie, ako napríklad zrušenie jednomyseľného hlasovania v Rade, či zjednodušený postup podľa článku 7 sú nevyhnutné predpoklady pre ďalšie rozšírenie EÚ.
Industrial Emissions Directive (A9-0216/2023 - Radan Kanev)
Dohoda o revízii smernice o priemyselných emisiách a jej rozšírení na ďalšie odvetvia ponúka príležitosť na pozitívnu zmenu, pokiaľ ide o zníženie znečistenia a ochranu ovzdušia, vody a pôdy, a tým aj zdravia občanov. Tento návrh poskytuje európskemu priemyslu právnu istotu, je ambiciózny, pokiaľ ide o znečistenie ovzdušia a vody, a v neposlednom rade prináša väčšiu transparentnosť. Považujem za prelomové najmä opatrenia týkajúce sa odškodnenia. Taktiež vítam penalizáciu nezákonného znečistenia s odrádzajúcimi sankciami. Je to silný signál, že v EÚ je ochrana životného prostredia a zdravie občanov na prvom mieste.

Definition of criminal offences and penalties for the violation of Union restrictive measures (A9-0235/2023 - Sophia in 't Veld)
Sankcie EÚ uplatňovali doteraz členské štáty nekonzistentne, čo vytváralo spoločnostiam a jednotlivcom priestor na ich obchádzanie. Najlepším príkladom je práve uplatňovanie sankcii voči Rusku. Nová smernica zosúladí a sprísni tresty tak, aby boli odrádzajúce. Harmonizáciou dosiahneme efektívnejšie vyšetrovanie, stíhanie a postih vo všetkých členských štátoch, čím sa odstránia existujúce právne medzery, preto tuto smernicu vítam. Vysielame tak Ukrajine silný signál, že ju naďalej podporujeme.
Energy performance of buildings (recast) (A9-0033/2023 - Ciarán Cuffe)
Tento návrh vítam, pretože som pevne presvedčený, že zamedzenie plytvania energie z našich budov predstavuje najjednoduchšiu príležitosť na zníženie emisií skleníkových plynov a následne zníženie dopytu po dovoze energie, ako aj na zníženie nákladov pre domácnosti a podniky. Rýchla dekarbonizácia budov v EÚ s využitím prostriedkov z fondu obnovy je nevyhnutná na dosiahnutie fondu budov s nulovými emisiami do roku 2050. Súčasný fond budov EÚ predstavuje až 40 % spotrebovanej energie a 36 % priamych a nepriamych emisií skleníkových plynov súvisiacich s energiou.
European Media Freedom Act (A9-0264/2023 - Sabine Verheyen)
Európsky akt o slobode médií je reakciou na nové hrozby pre slobodu prejavu a každodennú prácu novinárov. Nárast negatívnych trendov, ako napríklad znižovanie dôvery v tradičné mediálne zdroje, násilie voči investigatívnym novinárom a nárast nenávistných prejavov na internete, je zrejmý v celej EÚ. Nový zákon zaväzuje členské štáty, aby chránili nezávislosť médií pred vládnymi, politickými, ekonomickými alebo súkromnými zásahmi. Za veľmi dôležité považujem najmä zákaz všetkých foriem zásahov do redakčných rozhodnutí, ako aj ochranu novinárov pred zverejnením ich zdrojov a pred nasadením špionážnych softvérov. Taktiež vítam zvýšenie transparentnosti vlastníctva médií, keďže všetky médiá bez ohľadu na ich veľkosť budú musieť zverejňovať informácie o svojich vlastníkoch a podávať správy o prijatí štátnych finančných prostriedkov.
Artificial Intelligence Act (A9-0188/2023 - Brando Benifei, Dragoş Tudorache)
Umelá inteligencia zohráva v našom každodennom živote čoraz dôležitejšiu úlohu, keďže zlepšuje kvalitu nášho života a ponúka nové príležitosti. Avšak prináša aj niekoľko etických výziev, ktoré považujem za potrebné vyriešiť reguláciou. Napríklad nedávne spory týkajúce sa nového generatívneho systému ChatGPT ukazujú, prečo sú takéto právne predpisy upravujúce vývoj a používanie umelej inteligencie veľmi naliehavé. Celoúnijný regulačný rámec pre umelú inteligenciu je prelomový a pripravuje pôdu pre prvé horizontálne nariadenie o umelej inteligencii na svete. Systémy umelej inteligencie musia rešpektovať základné práva a demokratické hodnoty EÚ, poskytnúť právnu istotu, pokiaľ ide o inovácie a investície, a uľahčiť rozvoj jednotného trhu pre zákonnú a bezpečnú umelú inteligenciu.
Type-approval of motor vehicles and engines with respect to their emissions and battery durability (Euro 7) (A9-0298/2023 - Alexandr Vondra)
Túto dohodu podporujem, keďže aktualizuje súčasné emisne normy, ktoré sú v platnosti už viac ako dekádu. Kľúčovými bodmi návrhu sú emisné limity ako také a harmonogram nadobudnutia ich účinnosti, ako aj prísnejšie pravidlá testovania emisií. Návrh zohľadňuje aj prechod na elektromobilitu a reflektuje aj potrebu znížiť emisie pri skutočnej jazde v mestských oblastiach, čím sa zabezpečí lepšia kvalita ovzdušia v centrách miest. Vítam najmä snahu vyvážiť na jednej strane potrebu zintenzívniť opatrenia na riešenie znečistenia a zosúladenie s normami EÚ v oblasti kvality ovzdušia a na druhej strane ambíciu obmedziť nové investičné náklady pre automobilový priemysel v súvislosti s prechodom na vozidlá s nulovými emisiami v súlade s aktualizovanými cieľmi v oblasti emisií CO2.
Asylum and migration management (A9-0152/2023 - Tomas Tobé)
Súhlasím s dohodou dosiahnutou v trialógoch, ktorá sa týka nového rámca riadenia azylovej a migračnej politiky na úrovni EÚ.Dohodu som podporil preto, lebo je nutné ukončiť súčasný chaotický stav a stanoviť pravidlá pre migráciu, najmä s ohľadom na posilnenie vonkajších hraníc EÚ. Uvedomujem si slabé miesta dohody z pohľadu Slovenska, a to finančnú penalizáciu pri neprijatí migrantov, ale výhody tejto dohody prevažujú nad nevýhodami.Tento pakt sa netýka len pravidiel, ale aj lepšej koordinácie medzi členskými štátmi, posilneného dialógu a partnerstiev s tretími krajinami pôvodu alebo tranzitu, nepretržitého monitorovania migračných trendov a silnejšej operačnej podpory zo strany našich agentúr EÚ.
Temporary derogation: combating online child sexual abuse (A9-0021/2024 - Birgit Sippel)
Podporujem 20-mesačné predĺženie súčasnej výnimky z pravidiel EÚ v oblasti ochrany súkromia s cieľom zabrániť právnemu vákuu v boji proti sexuálnemu zneužívaniu detí online. Toto opatrenie má zásadný význam pre pokračovanie práce zameranej na odhaľovanie a odstraňovanie obsahu, ktorý obsahuje sexuálne zneužívanie detí. Týmto zabezpečíme ich bezpečnosť a ochranu v digitálnom priestore.
Common rules for the internal markets for renewable gas, natural gas and hydrogen (recast) (A9-0035/2023 - Jens Geier)
Podporujem dohodu dosiahnutú v trialógoch vo veci reformy trhov EÚ s plynom a vodíkom, ktorej cieľom je prechod na obnoviteľné plyny a solídny vodíkový rámec. Tieto zmeny, ktoré sú v súlade so Zelenou dohodou EÚ, sú kľúčové pre zvýšenie energetickej bezpečnosti, udržateľnosti a podporu konkurencieschopného vodíkového hospodárstva, čím sa zabezpečí vyvážená cesta pre budúci rozvoj energetickej infraštruktúry a úsilie o dekarbonizáciu.
Union’s electricity market design: Regulation (A9-0255/2023 - Nicolás González Casares)
Podporujem dohodu dosiahnutú trialógmi v súvislosti s komplexnými reformami navrhnutými pre trh EÚ s elektrickou energiou. Vyvážený prístup k týmto reformám, ktorý podporuje investície do energie z obnoviteľných zdrojov a zabezpečuje stabilné dodávky energie, je v súlade s víziou pre nadčasový sektor ekologickej energie v Európe. Uznávam tiež význam týchto reforiem pri znižovaní našej závislosti od vonkajších zdrojov energie, najmä v kontexte geopolitického napätia.
Inclusion of the right to abortion in the EU Charter of Fundamental Rights (B9-0205/2024, B9-0207/2024, B9-0208/2024)
Som zástanca práv žien na umelé prerušenie tehotenstva a potreby prístupu k bezpečným a legálnym službám v tejto veci v celej Európskej únii. Uznávam však aj zložitú povahu začlenenia takýchto práv do právnych predpisov EÚ vzhľadom na rôznorodé právne a kultúrne prostredie v členských štátoch. Domnievam sa, že takéto citlivé otázky by sa mali riešiť predovšetkým v rámci národnej jurisdikcie. Ukrajina čelí ťažkým obdobiam kvôli prebiehajúcej ruskej agresívnej vojne. Preto by sme jej mali naďalej pomáhať aj tým, že jej uľahčíme predaj svojich poľnohospodárskych výrobkov v EÚ bez dodatočných nákladov, a to aspoň do júna 2025. Zároveň sa zaviedli ochranné opatrenia na ochranu poľnohospodárov v EÚ, ak ich dovoz ukrajinských produktov začne príliš negatívne ovplyvňovať. Týmto spôsobom môžeme zabiť dve muchy jednou ranou: pomôcť Ukrajine a zabezpečiť, aby bolo postarané aj o našich poľnohospodárov. Usilujeme sa o vyvážený prístup, ktorý podporuje Ukrajinu a zároveň udržiava naše vlastné poľnohospodárske trhy stabilné.

Plne podporujem myšlienku posilniť právo zákazníkov na opravu, pretože pomáha ľuďom opraviť ich spotrebiče a elektroniku namiesto toho, aby ich vyhodili. Tento zákon uľahčuje a zlacňuje opravu položiek, čo šetrí peniaze a znižuje množstvo odpadu. Zabezpečuje dostupnosť náhradných dielov a zabraňuje výrobcom blokovať opravy. Myslím si, že je to veľký krok smerom k pomoci nášmu životnému prostrediu a opätovnému posilneniu práv spotrebiteľov.
Improving working conditions in platform work (A9-0301/2022 - Elisabetta Gualmini)
Smernicu o zlepšení pracovných podmienok v oblasti práce pre platformy nemôžem podporiť, pretože v slovenských podmienkach by znamenala pre mnohých pracovníkov platforiem zníženie ich čistých príjmov a vo výsledku, paradoxne, znevýhodnené pracovné podmienky.Na Slovensku veľká časť pracuje pre platformy ako Wolt, Bolt alebo Uber na živnosť popri zamestnaní a táto práca je pre nich vítaným prilepšením k ich hlavnému príjmu. Som toho názoru, že na tom by sa nemalo nič meniť. Prijímaná nová legislatíva však pre nich bude znamenať nútené zamestnanie v pracovných pomeroch, čo v prvom rade im nevyhovuje a odmietajú to.

Návrh Komisie na revíziu pravidiel SPP nemôžem podporiť, nakoľko oslabuje niektoré dobré poľnohospodárske a environmentálne podmienky v rozpore s jej vlastnými pravidlami dobrej tvorby právnych predpisov. Absentuje aj posúdenie vplyvu a neuskutočnila sa ani primeraná konzultácia, ktorá musí sprevádzať takúto reformu. Súhlasím s tým, že Komisia musí byt flexibilná pri riešení ťažkostí európskych farmárov, ale takýto proces si vyžaduje reprezentatívnejšie a integratívnejšie demokratické postupy.Navrhované pravidlá zjednodušovania v konečnom dôsledku len prehĺbia nespokojnosť v komunite farmárov, pretože nepodporujú zvyšovanie ich odolnosti voči zmene klímy ani neriešia skutočné problémy, ako sú spravodlivé ceny poľnohospodárskych výrobkov a nedostatok dôstojného príjmu.

Podporujem novú smernicu EÚ o boji proti násiliu páchanému na ženách. Je veľmi dôležitá pre ochranu žien, ale som sklamaný, že nedefinuje znásilnenie na základe nedostatku súhlasu. Hoci smernica obsahuje preventívne opatrenia a zdôrazňuje súhlas v sexuálnych vzťahoch, je možné urobiť viac. Pevne verím, že budem presadzovať, aby sa definície založené na súhlase prijali vo všetkých členských štátoch s cieľom plne riešiť rodovo podmienené násilie a bojovať proti nemu. Je to krok vpred, ale nesmieme sa tu zastaviť.

Pokusy Ruska ovplyvňovať naše politické procesy predstavujú priamu hrozbu pre demokratickú integritu a bezpečnosť EÚ. Tým, že sa prostredníctvom tohto uznesenia zaoberáme týmito závažnými obvineniami, robíme dôležitý krok na posilnenie našej obrany proti takýmto vonkajším hrozbám a zabezpečujeme, aby európske politické rozhodnutia zostali suverénne a bez neprimeraného ruského vplyvu.

(5) Evidence shows that legal uncertainty regarding the concept of transnational matters has led to differences in interpretation and disputes. In order to ensure legal certainty and reduce the risk of such disputes, it is necessary to clarify that concept. To this end, it is appropriate to clarify that this Directive should not only cover cases where measures considered by management can reasonably be expected to directly affect employees in more than one Member State, but also cases where such measures can reasonably be expected to affect workers in only one Member State, but the consequences of those measures can reasonably be expected todo also have direct, immediate and substantial consequences affecting workers in at least one other Member State. This is necessary to cover cases where undertakings envisage measures, such as lay-offs and redundancies, which do explicitly target establishments in only one Member State but nevertheless can reasonably be expected to have consequences affecting employees in another Member State, for instance due to changes in the cross-border supply chain or production activities, where such measures could lead to substantial changes in work organisation or in contractual relations. The broadening of the definition should however not lead to more legal uncertainty or any duplication between the information and consultation process of the European Work Council and the one that might be happening at the local or national one. Such duplication might indeed create unnecessary work and possible conflicts, thus weakening one of the two outcomes of the information and consultation process. To determine the transnational character of a matter, it is therefore essential to ensure that there is a direct causal link between the measure undertaken in one Member State and the consequences on workers in another one.

Member States are encouraged to lay down such rules and set certain price ranges for each relevant expense category to prevent situations where undertakings will be notified with disproportionate costs. The same logic should also apply to subsidiary requirements and agreements of European Works Councils, thus reducing the risk of disputes on this matter. Therefore, the provisions referring to the number of experts to be funded by central management are redundant and should be deleted.

To attain those objectives, it may in certain cases be necessary to give priority to the underrepresented sex in composing the special negotiating body, the European Works Council or its select committee. In accordance with the case- law of the Court of Justice of the European Union6, such positive action is possible, in accordance with the principle of equal treatment of men and women, provided that the measures taken to achieve the gender balance objective do not automatically and unconditionally give priority to persons of a certain gender but allow to take into account other criteria, such as merits and qualifications and the procedure for election established by the relevant laws. Parties to European Works Council agreements should therefore be afforded the flexibility necessary to respect the legal and factual limitations to the positive action.
