Notes the efforts of the Translation Centre for the Bodies of the European Union (‘the Centre’) to enable and promote multilingualism in the Union, for example as regards communications of the Union agencies and the development of terminology in specialised subject areas to improve the quality of translations; calls for all written documents to be translated and made available in the official languages of the European Union within reasonable deadlines;

Regrets the Council’s continuing refusal to engage in sincere cooperation in the framework of the discharge procedure for more than a decade, which prevents Parliament from carrying out its duties properly and taking informed decisions; regrets that this is also reflected in other important files, such as the revision of the Treaties, the European Parliament’s right of inquiry and the reform of the Electoral Law;

6. Stresses that the next revision of the Treaties should render the discharge procedure clearer and more transparent, in particular by empowering the European Parliament explicitly in Article 319 TFEU to grant discharge to all institutions and bod, bodies, offices and agencies individually, as reflected in its resolution of 22 November 2023 on proposals for the amendment of the Treaties; underlines that pending such a revision, the current situation should be improved through better interinstitutional cooperation within the current framework and urges the Council to actively engage with the Parliament in addressing the current situation.

ExpresseCalls concerns regarding several aspects the full and urgent implementation of the Agreement establishing an interinstitutional body for ethical standards for members of institutions and advisory bodies referred to in Article 13 of the Treaty on European Union, includingregrets that the Council is outside the scope of the substance of the Agreement, as well as the placement of the secretariat of the body at the Commission and definition risks associated with using the term ethics; considers that no work of the body should commence and no funding should be provided by Parliament until all provisions of the Agreement have been incorporated into Parliament’s Rules of Procedure.

Welcomes the fact that the Commission has adapted the grant amounts for individual support for learning mobility under Erasmus+ by 12,27 % in 2023 in order to mitigate the effects of inflation and the fact that similar adjustments have been made for the European Solidarity Corps; calls for the individual support grants to be increased and indexed to annual inflation in order to facilitate access to the Erasmus+ scheme, in particular for people in dual work programmes or apprenticeships or people with disabilities who need tailored support;

8 a. Considers that civil society and NGOs play an instrumental role in shaping policies that benefit society and our environment; recalls the commitment of the Commission in its political guidelines to step up its engagement with civil society organisations that have expertise and an important role to play in defending specific societal issues and upholding human rights; urges the Commission to revise its guidelines1a from May 2024 in order to ensure the continuation of the funding of NGO activities, including advocacy, under the LIFE programme; considers that discontinuation of this funding for all NGO activities would seriously undermine the voice of civil society in the public debate and would cause a severe reputational risk for the Commission; _________________ 1a Guidance on funding for activities related to the development, implementation, monitoring and enforcement of Union legislation and policy
