Draft amending budget No 2/2024: entering the surplus of the financial year 2023
Heute haben wir über den Bericht zum Standpunkt des Rates zum Entwurf des Berichtigungshaushaltsplans Nr. 2 abgestimmt.1. Einführung neuer Eigenmittel: Der Bericht fordert die Einführung neuer Eigenmittel, um den Haushalt der EU langfristig zu stabilisieren. Während ich die Notwendigkeit erkenne, dass die EU über ausreichend Mittel verfügen muss, um ihre Aufgaben zu erfüllen, sehe ich kritisch, dass neue Eigenmittel die finanzielle Belastung der Mitgliedstaaten und ihrer Bürger erhöhen könnten. Insbesondere in wirtschaftlich angespannten Zeiten sollten neue finanzielle Verpflichtungen mit Bedacht eingeführt werden.2. Widersprüchliche Zielsetzungen: Der Bericht enthält durchaus positive Aspekte, wie die sinnvolle Verwendung des Haushaltsüberschusses von 2023, um den Haushalt 2024 zu entlasten. Jedoch steht die Forderung nach neuen Eigenmitteln im Widerspruch zu einer zurückhaltenden Haushaltspolitik, die in der aktuellen wirtschaftlichen Lage dringend erforderlich ist.Mit meiner Enthaltung bringe ich meine Zweifel gegenüber der Einführung neuer Eigenmittel zum Ausdruck, ohne die grundsätzliche Notwendigkeit der Anpassung des Haushalts infrage zu stellen.

Heute haben wir über den Bericht über den Standpunkt des Rates zum Entwurf des Berichtigungshaushaltsplans Nr. 4 abgestimmt.1. Einführung neuer Eigenmittel: Der Bericht sieht die Einführung neuer Eigenmittel zur Finanzierung des EU-Haushalts vor. Während ich die Notwendigkeit verstehe, dass die EU über ausreichende Mittel zur Erfüllung ihrer Aufgaben verfügen muss, bin ich der Meinung, dass eine Einführung neuer Eigenmittel die finanzielle Belastung der Mitgliedstaaten und ihrer Bürger erhöhen könnte. In der aktuellen wirtschaftlichen Lage halte ich dies für nicht angemessen.2. Fehlende Priorisierung und Umschichtungen: Der Bericht fordert die Bereitstellung von zusätzlichem „frischem“ Geld, anstatt durch Umschichtungen und eine effizientere Mittelverwendung innerhalb des bestehenden Budgets Spielraum zu schaffen. Eine verantwortungsvolle Haushaltsführung sollte aus meiner Sicht vorrangig sein, bevor neue Finanzierungsquellen in Betracht gezogen werden.3. Bedenken hinsichtlich der Haushaltssouveränität: Die Einführung neuer Eigenmittel könnte die Haushaltsautonomie der Mitgliedstaaten beeinträchtigen. Es besteht die Gefahr, dass nationale Kompetenzen zugunsten europäischer Maßnahmen weiter eingeschränkt werden, was auch die Souveränität der Mitgliedstaaten schwächen könnte. Eine stärkere Einbindung der nationalen Parlamente in solche Entscheidungen wäre daher wünschenswert.Mit meiner Enthaltung bringe ich meine Zweifel gegenüber der Einführung neuer Eigenmittel und zusätzlicher finanzieller Belastungen zum Ausdruck, ohne die grundsätzliche Notwendigkeit der Anpassung des Haushalts infrage zu stellen.
Mobilisation of the European Globalisation Adjustment Fund: application EGF/2024/001 BE/Match-Smatch
Heute haben wir über den Bericht über die Inanspruchnahme des Europäischen Fonds für die Anpassung an die Globalisierung abgestimmt.Ich möchte meine Entscheidung, gegen die Inanspruchnahme des Europäischen Fonds für die Anpassung an die Globalisierung zu stimmen, wie folgt erläutern:1. Effizienz und Notwendigkeit infrage gestellt: Der EGF wurde ins Leben gerufen, um denjenigen zu helfen, die durch die Auswirkungen der Globalisierung ihre Arbeit verlieren. Jedoch zeigt die Praxis, dass die Mittel oft nicht zielgerichtet und effizient eingesetzt werden. Die administrativen Hürden und der bürokratische Aufwand führen dazu, dass die Hilfe verspätet oder gar nicht bei den Betroffenen ankommt.2. Falsche Prioritätensetzung: Anstatt sich auf langfristige Strukturreformen und die Schaffung eines stabilen, wettbewerbsfähigen Arbeitsmarktes in Europa zu konzentrieren, wird hier auf kurzfristige finanzielle Hilfen gesetzt. Diese verlagern lediglich die Symptome, anstatt die Ursachen für Arbeitsplatzverluste nachhaltig anzugehen.3. Solidarität der Mitgliedstaaten: Solidarität innerhalb der Europäischen Union ist wichtig. Dennoch sollten die Mitgliedstaaten primär in der Verantwortung stehen, Lösungen für die wirtschaftlichen Herausforderungen in ihren jeweiligen Ländern zu finden, anstatt sich auf europäische Fonds zu stützen.4. Haushaltsdisziplin: Die Mittel des EGF könnten besser in Programme investiert werden, die das Wirtschaftswachstum und die Wettbewerbsfähigkeit Europas insgesamt fördern, statt in spezifische, temporäre Hilfen.

RegretsTakes note of the Council’s approach to adopt for what it calls “a prudent” budgeting, creating artificial margins under the MFF ceilings; notes that the Council, in its position on the 2025 budget, and similar to 2024, reduces strategy, ensuring fiscal discipline and creating necessary margins under the MFF ceilings to accommodate future uncertainties; recognizes the need to carefully manage appropriations dedicated for EURI borrowing costs; points out that the Council’s and encourages a responsition to cover only around 35% of the overrun costs by the EURI Special Instrument runs counter to the 50:50 benchmark that the Council itself insisted on during the MFF negotiationble approach that minimizes long-term debt burdens on Member States and taxpayers; alerts that in order to finance the difference and create additional unallocated margin (mostly in H2b but also in other headings, presumably in view of using it in future years through the SMI), sizeable reductions to a number of flagship programme envelopes have been proposed that have repercussions in 2025 as well as in 2026 and 2027; recalls that the most affected programmes, Horizon Europe, CEF digital and Erasmus, are well- established priorities for the European Parliament and flagship programmes of the Union; highlights that the Council targets for reductions are across several headings and even touch some programmes that were already subject to the MFF redeployments, such as Horizon, reduced by 400 million; or lines that were topped up in previous years, such as Erasmus+, reduced by 295 million, EU4Health or LIFE;
