Deplores the fact that the CSRs suffer from lack of ownership at national level and from a democratic accountability mechanism; calls, in this context, for an increased role for national parliaments, social partners and national civil society in the preparation of the National Reform Programmes (NRPs); stresses that increased ownership is a crucial factor for the successful implementation of the CSRs and, in the longer term, for the success of the Europe 2020 strategy;
