Aa. whereas the proper dissemination, articulation and management of the various EU Institutions' consultations and reports (EU 2010, the Citizenship Report 2010, the Integrated Industrial Policy, the Digital Agenda for Europe, Monti, Parliament's Resolution "Delivering a Single Market to consumers and citizens", Gonzales and IMCO reports, etc.) are of particular importance for the successful relaunch of the Single Market;

Welcomes the intention of the Commission to increase consultation and dialogue with civil society in the preparation and implementation of single market rules, in order to guarantee that the needs of the citizens, consumers and businesses are adequately taken into account and that the policies proposed can provide added value for citizens;

Reminds the Commission that initiatives for 'better' and 'smarter' regulation should improve the quality of life of European citizens and businesses in the single market, and therefore the Commission should ensure that we do not end up having more administrative and bureaucratic burdens which will defeat the original scope;

Supports the proposals of the Single Market Act that aim at developing further administrative cooperation between the Member States, including extending the Internal Market Information System to other legislative areas; calls on the Commission to support Member States in exchanging, training and guiding qualified specialists in Single Market policy in the national, regional and local administrations of the Member States;

Reiterates the proposal made in the resolution of 20 May 2010 on "Delivering a Single Market to consumers and citizens" for the Commission to draw up a "Citizens' Charter" encompassing the various facets of a citizen's right to live and work anywhere in the EU, particularly in the case of the social, health, consumer protection and environmental protection standards to which he is entitled;
