RecognisesStresses that the following criteria for any agreement between the EU and Morocco that includes Western Sahara must be fulfilled in their entirety: the two conditions set in the CJEU judgment, to explicitly mention Western Sahara in the Agreement text and to obtain the consent of the people, as well as the third criterion added by the Council which is the need to ensure that it benefits the local population;
