Emphasises that small farming based on decentralised, green and sustainable means of production facilitates job creation and sustainable development, since per hectare they employ more people than large farms, with the farmers and employees spending pro rata more on employment- intensive rural non-farm products;

Calls for priority to be given to education, vocational training, technology education, skills training, lifelong learning, access to finance, health and safety and encouraging entrepreneurial initiative schemes primarily for small and micro enterprises to create a sustainable workforce, thereby focusing especially on young people and women, elderly, disabled, and displaced people, women and any other marginalised groups;
