K. whereas a resource-efficient Europe is one of the flagship targets of the Europe 2020 Strategy and the WFD introduced a 50% target for recycling of municipal waste, to be met by 2020 in all Member States, recognising that developing the EU into a circular and green economy that uses waste as a resource is an important element of the resource efficiency goal;

Recommends the imposition of adequate and dissuasive fines and penalties for the illegal disposal of waste, especially toxic and hazardous waste, partly to compensate for environmental damage in accordance with the polluter-pays principle; calls for effective measures to combat any infiltration of waste management by organised crime and against any connections between organised crime and lawful industry or public authorities;
