1. Regrets the lack of attention paid to the transport sector in the Commission’s White Paper entitled ‘Adapting to climate change: Towards a European framework for action’ (COM()2009)0147) and hopes that the upcoming White Paper on a European future common transport policy up to 2020 will focus on integrating climate change adaptation and mitigation into transport policy;

3a. Recalls the Motion for a Resolution on the Green Paper on the future TEN-T policy of 22 April 2009, which stressed that climate change and sustainable development should be integrated in the infrastructure policy for all transport modes in order to achieve EU targets for reducing CO2 emissions; stresses also that adapting to climate change and the results of the Copenhagen Conference should be integrated as well;

Considers the Transport and Environmental Reporting Mechanism (TERM) reports on indicators for transport and the environment by the European Environment Agency and, in particular, the section on ‘transport and climate change’ (p. 16-17 TERM 2008) to be a sufficient basis for taking immediate action;

5a. Recalls the Transport Protocol of the Alpine Convention and the Conventions of other mountainous areas, such as the Tatra mountains, and encourages the Commission to integrate these in its white papers and legislative proposals;

7. Considers that, with regard to instruments and financing, the action proposed in the White Paper is very vague; stresses that companies in the transport sector are already heavily taxed and that users of modes of transport also all modes of transport have to gradually internalise their external climakte a large contribution to the necessary financial outlay; calls on the Commission, therefore, to favour modes of financing which would not increase the costs on transport companiechange costs, starting with road and air transport, as these are causing the largest climate change impact but presently paying the least climate costs and that this should be the basis for the costs for usersfuture Commission financing for adapting to climate change;
