B. whereas EU forests provide invaluable social and ecosystem services, including the removal of 10% of annual EU industrial GHG emissions, and although carbon stocks are reported to have been growing, carbon storage in forests across Europe remains far below natural capacity; whereas recent data show forests in the EU could become carbon sources due to increases in harvesting levels in post WWII plantations and forests across Europe;
