1. Welcomes the flagship initiative on resource efficiency and points to its crucial influence on the quality of life for present and future generation; stresses that improving resource efficiency can contribute to security of energy supply, to making transport more energy-efficient and to the competitiveness of European undertakings;

4. Emphasizes that resource efficiency should be addressed at regional and local level, – taking into account the particularities and different development levels of European regions – and regional and local authorities and partners should be directly involved in the planning and implementation of relevant measures; this would lead to a greater feeling of responsibility for the goals of resource efficiency at all levels; stresses the need for local and regional authorities to align measures of resource efficiency with the EU 2020 strategy and include these measures into the broader territorial pacts which cover all flagships;

Points out that decision-takers at national and regional level must be fully aware of the importance of decoupling growth from resource use; calls on every Member State and region to make further efforts in the efficient use of resources.; stresses in this context that the targets must be achievable and affordable and that they must have a link to the long- term objective and the road leading to it;
