Points out that further efforts are needed to develop a fully functioning democracy, despite the initial encouraging signs shown by Kyrgyzstan regarding pursuing democratic reforms and shifting towards a genuine multi-party system, as one of the pilot countries for EU democracy support; welcomes the findings of the OSCE Election Monitoring Mission on Parliamentary Elections in Kyrgyzstan on 4 October 2015 that highlighted a wide range of choices for voters and a competitive electoral campaign while pointing out challenges in the administrative voter registration system;
