2 a. Highlights that the Union budget should support academic freedom and institutional autonomy across Europe and the world; calls for the Union budget to offer support to Afghan scholars now facing dire circumstances as academic freedom is likely to disappear under the Taliban-lead regime;

3. Regrets the lack of ambition of draft budget for 2022 inwith regards to SME policy; underlines that without additional support it will not be possible to address adequatelye need to support the Union’s competitiveness and industrial capacity; calls in this regard for adequate allocation of funds to support SMEs and micro enterprises in order to address the severe, long-term consequences of the crisis on SMEs and micro enterprises.

Considers the New European Bauhaus movement to be a potent mechanism to support Europe’s transition to a sustainable economy and society; believes Union programmes such as Horizon Europe, Connecting Europe Facility and InvestEU should contribute to that initiative; calls on the Commission to develop a mechanism to integrate this movement into existing Union programmes, leading to synergies and without any additional criteria or administrative burdens;
