Points out that the Commission has announced on more than one occasion the launch of negotiations about investment with Hong Kong and Taiwan, and deems it regrettable that no such negotiations have yet begun; urges the Commission to finish the preparatory works and to formally start negotiations on investment agreements as soon as possible;
