(9) Civil-military SSA user requirements were defined in the Commission staff working paper ‘European space situational awareness high-level civil-military user requirements’14 endorsed by the Member States in the Political and Security Committee of the Council on 18 November 201115 . The provision of SST services should serve onlyboth civilian purposes. Purely military requirements should not be addressed by this Decision. __________________ 14and military purposes.
