(2a) The chief objective of EU development policy and, therefore, of the GSP scheme, is to contribute to the achievement of the Millennium Development Goals, eradication of poverty, promotion of sustainable development and good governance in the developing countries.

The Commission shall regularly check that the commitments of beneficiary countries are being upheld and that none of the reasons set out in Article 15(1) and (2) and Article 16 (1) and (2) for temporary withdrawal of the preferential arrangements is present. It shall publish an annual report on temporary withdrawals and send it to the Council, the European Parliament and the Member States.
