Takes the view that the criteria traditionally used to distinguish rural areas from urban areas (lower population density, different employment structure, lower level of income and worse access to public goods and services) fail to provide a complete picture of the situation; considers, therefore, that from the point of view of territorial cohesion, per-capita income, not lower population density, should be the decisive characteristicthe number of criteria should be increased;

Recalls that the Member States have been called upon to prepare, for the current programming period, two strategic documents: a National Strategy Plan for rural development (EAFRD) and a National Strategic Reference Framework for regional policy (Structural Funds); recalls that the Member States have been asked to mobilize synergies and set up operational coordination mechanisms between the various funds; regrets, however, that in this process the emphasis was mainly placed on ensuring the demarcation of the various funds and programmes, rather than creating synergies from them;
