Emphasises the role of financial instruments as a means of supporting SMEs through loans, guarantees or equity stakes; emphasises that an increase in the use of these instruments, alongside European structural and investment funds, will be desirable in the new programming period 2014-2020, and urges the Member States to take advantage of these opportunities;
