Notes the increasing role of financial instruments that by their very nature provide a complementary way of financial support from the EU budget as compared to subsidies and grants; encourages the Commission to reflect on a proper balance between grants and financial instruments under cohesion policy in the next financial framework while stressing that the latter are not suitable for all types of interventions, many of which are supported notably under cohesion policy; underlines that increasing use of financial instruments should not lead to a reduction in the Union budget in general;
