Takes the view that knowledge of the language used in the country in which the elections are being held (e.g. in Bolivia, Spanish) should be a criterion in the appointment of observers, because the ability to communicate directly with local people makes it easier for observers to become fully acquainted with the social and political situation in the country;

Takes the view that, where the elections are being held in a country where no European languages are spoken, all the members of the observer group should know the same European language, so as to make it possible for translation from the local language to be into only one language which all the observers understand;
