7. Regrets that, although some limited positive developments have taken place in the region (abolition of the death penalty in Uzbekistan, some constitutional and judicial procedure reforms, etc.), the overall situation in the fields of human rights and the rule of law remains worrying, including certain modifications of constitutional and judicial procedures, have occurred in the region, these have tended to be outweighed by further restrictions on fundamental freedoms, new arrests and imprisonments of human rights defenders, civil society activists, journalists and religious practitioners and other negative developments;
