Emphasises the need to provide adequate support for the neighbouring South Mediterranean countries, to help them make the transition to democracy and build democratic institutions, including support for civil society, namely by increasing the funding available in the EIDHR and creating a tranche for urgent needs, with flexible and quick procedures, which would allow the instrument to react to urgent situations;
