Underscores the need for closer cooperation on energy policy with the EU's neighbouring countries; emphasises that in the Mediterranean region, in particular, there is great potential for electricity generation from RES; highlights the potential of projects such as Desertec und Helios, and of the further development of hydropower in Norway and Switzerland, and advancing the use of private financing tools such as the Co-op Model used by Finland in its commitment to a carbon- neutral future;
