Furthermore, in the context of the need for a contribution by all partners, stresses the importance on the one hand of the determination of Member States to participate in the process, and on the other the responsibility of the Commission to better coordinateassist the process and action between all partners, by producing and disseminating support material and, precise information and enabling the exchange of best practices;
