Calls on the Commission to conduct a study, in collaboration with European ICT industry, analyzing and making recommendations as concerns the importance of energy efficient data centers, giving particular attention to the economic value for national governments, large institutional data center operators, private enterprise, and consumers that may be available through greater utilization of new energy efficiency products, services, and metrics. Such analysis and recommendations shall seek to address three barriers that have been identified in past, and possibly outdated, studies: the lack of efficiency definitions, split incentives, and risk aversion;
