Proposal for a decision
Article 4 – paragraph 2 a (new)
2a. Any Eureka Member or Associated country that is not associated to Horizon 2020 may become a Eurostars-2 partner country provided it fulfils the condition set out in Article 6(1)(c). Those Eureka Members or Associated countries that fulfil that condition shall be regarded as partners countries for the purposes of this Decision. Those partner countries shall not be eligible for the Union’s financial contribution under Eurostars-2.

(ba) enhanced contributions in kind from by public administrations, in particular public research bodies, in accordance with national research parameters.
