Recalls that around 15 % of the world’s population, or an estimated 1 billion people, live with disabilities and 80% of these people live in low-income countries; underlines that 50 % of disabilities are preventable and directly linked to poverty and also that an estimated 98 % of children with disabilities in the developing world do not attend school;
