1. Stresses that NGOs are vital change agents and human rights defenders with a central role in implementing Agenda 2030; given current humanitarian crises, underlines NGOs’ importance to humanitarian aid and their capacity to link assistance to the reconstruction and sustainable development of local partner communities; relations between NGOs and local civil society are essential for achieving this, as a foundation of trust and social capital for completing projects; condemns efforts to influence and control NGOs through public funds, thus constricting their right of initiative for the common good;

7. Recognises that working with multiple donors increases administrative burdens; asks the Commission, therefore, to limit minimum percentage requirements in co-funding agreements, ensure that in- kind contributions are considered eligible, harmonise external evaluation requirements and make better use of existing evaluations, taking them into account as selection and eligibility criteria for future programmes as well;

Stresses the fact that in cases where the evaluation of short-term projects is positive or very positive, the possibility of lending continuity to actions to guarantee that they have greater impact – whenever conditions allow, and when there is interest from the relevant parties – should be considered an added value for the beneficiary and the areas in which they work; notes that variation has the benefit of involving more civil society participants, but sometimes this lessens the impact of projects, prevents the maximisation of investments and risks leading to the dispersion of tangible and intangible acquired heritage;
