Calls on the Commission and the Member States, in their respective spheres of competences, to promote cross-sectorial cooperation by establishing ‘'learning labs’', creative hubs, co-working spaces, networking programmes and cultural and creative clusters and networks at regional, national, European and international level in order to foster interaction between micro-, small, medium and large enterprises in the CCS, traditional craftsmanship, research centres, universities, investors and policy makers; asks, moreover, for support for the development of new business models, products and services through strategic partnerships between producers, distributors, promoters in CCS together with traditional startup experts and for support for the activities of business incubators, both at regional, national and EU level;

Asks the Commission and the EIB to support pan-European public-private partnership or other financial facilities to addressing the growing need for availability of equity finance to support CCIs. In the context of this financial instruments, a CCI should be a self- sustainable enterprise whose business model serves to achieve a cultural impact and promote excellence. It should provide an entrepreneurial solution to cultural and educational issues based on a scalable approach, and should have a measurable and positive impact;
