A. whereas a revision of the European Consensus on Development is timely and necessary considering the changed external framework - including the adoption of the 2030 Agenda and the Sustainable Development Goals, the Paris COP 21 Agreement on climate change, the Sendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda on financing for development and the Global Partnership for Effective Development Cooperation, new or increasing global challenges such as climate change and migration, partner countries which increasingly have diverse and specific development needs, independently of their income status, appalling shrinking space for independent civil society in all regions of the world, militarisation of entire regions of the world, more diversified developing countries, emerging donors and new global actors, and internal EU changes including those arising from the Treaty of Lisbon, the Agenda for Change and the EU Global Strategy on Foreign and Security Policy;

Stresses that data and services from space-based sources can make a significant contribution to achieving the SDGs; in this connection, underlines the role of: – Earth observation and geospatial data as essential sources of information in a wide range of domains (such as agriculture and resource management, urban evolution, pollution monitoring, ecosystems protection, climate change or public health), and calls on the EU and its Member States to leverage and promote the EU Earth Observation capacity and the Copernicus Programme in their development projects and activities, in particular with a view to implementing and monitoring the SDGs; – Reliable and precise satellite navigation as an essential means to support enhanced and safer transport (e.g. aviation) and activities in other areas (e.g. humanitarian help, land management, security), which are crucial for sustainable development policies and for strengthening local institutions; calls on the EU and its Member States to support and leverage the use of EGNOS and Galileo services in their development projects and activities; urges the relevant Commission services to work closely together in these efforts and to cooperate with the European External Action Service, the national space agencies and the European Space Agency, where appropriate;
