Notes that the objectives set in respect of four of the five benchmarks adopted in 2003 will not be reached; calls upon the Commission, the Members States, the regional and local authorities and other actors to examine the causes and take appropriate action to reverse the situation; and calls upon the Member States to not see Education policy at European level as a threat to national autonomy but a joint commitment to a Life Long Learning society;
