Notes the efforts made by the WTO to advance its work programme on e- commerce; regrets that positive progress has been slow in this regard; calls on the Commission to be ambitious in framing issues to be addressed in the programme; considers that particular consideration should be given to the increasing number of consumers caught up in customs procedures and possible violations in relation to goods purchased over the internet; believes that a higher de minimis rate should be pursued in the context of trade negotiations;
