Highlights the need to enhance the EU’s ability to speak with one voice in order to deliver a more coherent energy diplomacy in partner countries and in multilateral fora; notes in this regard that the mandatory participation of the Commission as an observer in negotiations for intergovernmental agreements, as well as both ex ante and ex post evaluation of the negotiated agreements,in joint Member State trade negotiations on price agreements – particularly as regards gas prices involving third countries – should be required in order to minimise the possibility of non-conformity with EU law;
