Stresses the importance of achieving broadband for all by 2013 to close the digital divide and create a more democratic, open and inclusive society; emphasises that this goal can best be achieved through market mechanisms as far as possible, without burdensome sectoral taxation; considers that, while reinforcing competition in services to boost affordability, targeted State aid is necessary to extend the reach of open new fibre networks and wireless technologies also in regions where higher-speed fixed networks cannot be supported in the medium term.

Recalls that onthe aims of the new electronic communications regulatory framework is progressively to reduce exare to promote competition in electronic communications networks anted sector-specific rules as competition in the markets develops and, ultimately, for electronic communications to be governed by competition law onlyrvices, to contribute to the development of the internal market and promote the interests of European citizens. In pursuit of these aims, regulators should inter alia impose ex ante regulatory obligations only where there is no effective and sustainable competition and should relax them as soon as that condition is fulfilled;
