Calls on Member States to properly comply with the obligation set out in Article 20 of the EC Treaty, and therefore to establish the necessary rules among themselves and start the international negotiations required to secure the protection of EU citizens outside the European Union, with particular attention being paid to the approval of binding protocols of action to be followed by consular services in third countries in the event of an emergency, or of a security or humanitarian crisis;
