Purchasers of prostituted women's services who refuse to wear a condom are spreading STDs, most importantly HIV/AIDS, in their sexual encounters outside the sex industry; in this context, encourages Member States to penalise the negligent transmission of diseases endangering public and individual health in connection with the supply of sexual services;
