Considers that, once aRecommends that the principle of objective responsibility of the perpetrator for breach of Article 81 or 82 of the EC Treaty has beenbe established, the fault requirement, generates difficulties for victims and prevents them from obtaining due compensation for the damage sufferedreby making it compulsory to compensate the victim without the need to provide proof of wrongdoing;
