Calls for adequate geographical representation within the leadership of the Service, including a sufficient number of staff members from the new EU Member States; emphasizes that the main criteria for the staff must be their knowledge and experience in foreign affairs, and also that senior management, including ambassadors, must be suitably qualified and able to speak the language of the country where they are stationed;
