F b. whereas the measures intended to support the development and exploitation of forests should be designed to be efficient and effective; in this regard, refers to the conclusions of the Court of Auditors’ report No 8/2013, which highlighted the deficiencies in the conception, implementation and follow-up of these measures and indicated that the situation for the sector should be the subject of specific analysis to support the proposal of specific financial aid to improve the economic value of forests held by private or communal owners.
