Calls for new EU initiatives in the non- ETS sectors, in particular in the transport and buildings sector to assist Member States in achieving their reduction targets; supports the introduction of an ambitious EU-level energy efficiency target for 2030 of at least 30%, that should be focused in particular on non-ETS sectors; stresses, therefore, the need to introduce more stringent energy performance standards for buildings and to improve manufacturing methods in an effort to optimise energy efficiency and achieve substantial energy savings;
