Draws attention to the specific characteristics of the outermost regions of the European Union, which have a unique environment, climate and health situation that is very different to that of the European continent, and calls therefore, as provided for under Article 349 TFEU, for greater account to be taken of these regions and of the specific needs and assets of the outermost regions in the implementation and development of CAP instruments for young farmers, including in terms of access to funding;
